Collective security can be describe as a security arrangement, political,regional, or global in which each state in the system accepts that the security of one is the concern of all, and therefore commits to a collective response, and breaches to peace. The first large scale attempt was after the first world war. Woodrow Wilson thought that collective security would help prevent another world war because, if every country agreed to collective security they would then be all agreeing to world peace. If all the countries then believed in world peace another war would not break out. The League of nations was creates so that the world may stay at peace with one another and make decisions as a whole. However, the league of nations was doomed because neither Germany, Russia, or the United States were associated in the league. Although Woodrow Wilson was very democratic and came up with the league of nations the congress of the United States, whom are republican, did not come to an agreement with being apart of the league. Therefore, engaging in a world affair without all agreeing seemed unworthy and, did not participate in the league. An example of the league failing is the Manchurian Crisis, when Japan occupied part of China. The members passed a resolution calling for Japan to withdraw from the league or face serious penalties. Considering that everyone in the league had veto power Japan vetoed the resolution, which limited the LN's ability to respond. This then started a large amount of problems which lead to the LN failing.
